Changan's 20.7% Countervailing Duty: What It Means for Nevo, Deepal, and Avatr Buyers - EVHub Top

Changan Group pays the EU's 20.7% countervailing duty — the 'other cooperating companies' rate — on its BEV exports. Full tariff-stack math, a Changan Nevo A07 worked example, and the landed-cost spread across 21 Changan-group BEV models.

TL;DR

Changan Group pays the EU’s 20.7% countervailing duty — the “other cooperating companies” line — on its battery-electric exports, on top of the standard 10% import duty. That is a 30.7% combined tariff before VAT.

What makes Changan worth separating from the other 20.7% names is the shape of its lineup. The group spans the full price ladder, from the $5,300 Changan Nevo Lumin micro-EV to the $40,830 Avatr 11 luxury flagship, and the 20.7% hits each rung very differently. A Changan Nevo A07 at $19,700 ex-factory China lands in Germany at $37,725 (+91.5%). The $5,300 Lumin lands at $14,974 — a +183% premium — while the premium Avatr line, built with Huawei and CATL, absorbs the same 20.7% into a far smaller percentage markup.

Key statistics

  • Changan Group countervailing duty: 20.7% (on top of 10% standard duty = 30.7% combined before VAT)
  • Rate type: the “other cooperating companies” line, shared with Chery, NIO, XPeng, Leapmotor, Xiaomi, and Hongqi
  • BYD: 17.0% · Geely/Zeekr: 18.8% · SAIC/MG: 35.3%
  • In force since: 31 October 2024, for 5 years (EU Implementing Regulation 2024/2754)
  • Changan-group BEV count: 21 models (Nevo 5, Deepal 5, Avatr 6, Oshan 2, Changan 1, Kaicene 2)
  • Worked example: Changan Nevo A07, $19,700 China → $37,725 landed in Germany (+91.5%)

Why Changan pays 20.7% — and which badges carry it

Under Implementing Regulation (EU) 2024/2754, three producers were individually sampled and given individual rates (BYD 17.0%, Geely 18.8%, SAIC 35.3%). Changan was not sampled; as a cooperating exporter it falls under the weighted-average 20.7% assigned to all other cooperating companies. Like Chery, Changan’s rate is a category default, not an individual subsidy finding.

The 20.7% travels with the group’s BEV sub-brands, not the “Changan” nameplate alone:

  • Changan Nevo — the volume EV line (Lumin, A06, A07, Q06, E07)
  • Deepal — the mid-market EV brand (S05, SL03, L06, L07, S07)
  • Avatr — the premium Changan–Huawei–CATL joint venture (06, 07, 12, 11)
  • Oshan — the crossover brand (X7 EV, Keshan EV)
  • Changan (core) and Kaicene — one BEV apiece plus the Changxing EV and A600Ev

The countervailing duty applies to BEVs only. Changan’s PHEV and petrol models in the catalog skip the 20.7% and pay only the 10% standard duty — the same BEV/PHEV split that runs through every Chinese group’s tariff story.

The full tariff stack, worked example: Changan Nevo A07 → Germany

Here is the itemized math for a Changan Nevo A07 (base $19,700 ex-factory China) imported into Germany, using the same landed-cost methodology as the rest of the catalog:

Cost itemAmountHow it’s calculated
Base price (CIF)$19,700Nevo A07, China MSRP
Standard import duty$1,97010% of CIF
Countervailing duty$4,48620.7% of (CIF + duty)
VAT$4,97019% of (CIF + duty + CVD)
RoRo freight$2,000—
Customs clearance$350—
Certification$3,250Homologation
Registration$500—
Inland transport$500—
Total landed$37,725+91.5% over base

The countervailing duty ($4,486) is more than double the standard duty ($1,970) and is 22.8% of the base price on its own. As with every mid-priced car, the CVD is the largest single tariff line, while the $6,600 flat stack still contributes a further 33 points of premium.

The micro-EV end of the range shows the fixed-cost problem in its purest form: the $5,300 Nevo Lumin carries a CVD of only about $1,207, but the $6,600 fixed stack is 125% of the base price, pushing the landed premium to +183%. The rate is the same 20.7%; what changes is that the fixed costs dominate a cheap car and barely register on an Avatr.

12Avatr$38,010$66,654+75%
11Avatr$40,830$71,110+74%

The spread runs from +183% on the $5,300 Lumin to +74% on the $40,830 Avatr 11. In absolute dollars the top of the range is where the 20.7% really bites: the Avatr 11 carries a countervailing duty of roughly $9,600 — about two-thirds of the entire landed cost of a Lumin.

Same car, different market: where the 20.7% disappears

The countervailing duty is an EU measure. The same Changan Nevo A07 lands very differently outside the bloc:

MarketRegionNevo A07 landed costPremium
GermanyEU$37,725+92%
United KingdomNon-EU Europe$32,254+64%
United Arab EmiratesMiddle East$26,169+33%

An $11,600 difference on a $19,700 car between Germany and the UAE — almost entirely the 20.7% countervailing duty plus EU VAT. The UK’s post-Brexit 10% duty with no CVD cuts the premium to +64%; the UAE’s 5% duty and 5% VAT collapse it to +33%. For Changan’s value-oriented Nevo and Deepal lines, the EU is the most hostile destination in the catalog by a wide margin.

What buyers should ask before importing a Changan-group EV

  1. “Which badge is actually on the car?” — Nevo, Deepal, Avatr, Oshan, and Kaicene BEVs all carry 20.7%; a Changan PHEV pays only the 10% standard duty.
  2. “Is this a BEV or a PHEV?” — the 20.7% applies to BEVs only.
  3. “What’s the absolute duty bill, not the rate?” — 20.7% on a $40,830 Avatr 11 is ~$9,600. Always ask for the dollar figure.
  4. “Am I registering in the EU?” — if not, the 20.7% may not apply. Get the landed cost for your actual destination.
  5. “How does this compare to BYD at the same price point?” — Changan’s 20.7% is 3.7 points above BYD’s 17%, roughly $700 of extra duty on a $19,000 car. The gap is real but smaller than the base-price differences between specific models.

The Author’s Take

Position: In my view, Changan’s 20.7% is a fixed handicap on the wrong half of its lineup — it barely slows the premium Avatr line while it kills the value Nevo and Deepal models that should be Changan’s European beachhead.

Reasoning: First, the rate is not a Changan-specific subsidy finding; it is the blanket “other cooperating” default, so treating it as a signal about Changan’s pricing is a category error. Second, the group’s internal spread is the real story — the same 20.7% plus a $6,600 fixed stack turns a $5,300 Lumin into a +183% premium while an Avatr 11 absorbs the identical rate into a +74% markup, which means the value models Changan would naturally export are exactly the ones the tariff math disqualifies. Third, the premium Avatr line, despite its Huawei and CATL pedigree, still lands in the EU carrying the full 20.7% because it is a Chinese-built BEV — premium engineering does not buy a lower tariff.

Disclosure: This is my interpretation of published EU tariff law and the EV Hub landed-cost records, not legal or tax advice. Countervailing-duty rates and covered exporters are set by EU regulation and can change; verify the current schedule with a customs broker before pricing anything.
